Clear steps must be taken to reverse the invasion of Crimea.

If Russia does not comply with demands to withdraw its forces and continues to use military and political instruments to destabilize Ukraine’s regions, then biting financial sanctions that sever Putin’s financial ties with Europe and the United States should be applied.
Third, the European Union should sign its Association Agreement with the Government of Ukraine immediately, and a clear signal must be sent about the future membership of Ukraine in the EU. This will help provide a pathway for action and reform in the coming months, and help transparently demonstrate that the new Government of Ukraine represents the interests of all Ukrainians and is working to build an inclusive society that defends the rights of all its citizens. Let’s end the debate about whether or not there is still an opportunity to prevent the Ukrainian people from choosing their own future. They have earned the right for the European membership perspective – and so have the people of Georgia and Moldova.
Fourth, a Europe whole, free, and at peace requires that NATO and the EU be completed in tandem. Only then will the stability of the region be guaranteed by collective mechanisms that put diplomacy and restraint – from outside and within – above other options, including the use of force. The next NATO summit must demonstrate that countries that comply with criteria are free to join the alliance if they choose. This should mean: extending membership to Montenegro and Macedonia; completing the process to grant membership action plans to Georgia and Bosnia; and indicating that Ukraine has the right to have the pathway to NATO if it chooses to do so.
